Dr. Gert Schout is Professor at the School of Nursing, Hanze University of Applied Sciences in Groningen. Over the past decade he has been involved in the research and development of public mental health care in the Netherlands. He has written books and published in various journals on topics dealing with care for socially vulnerable people. In 2007 he received his PhD at the University of Groningen on a study into the interplay between care avoidance and care paralysis. His recent articles and research focus on the application of Family Group Conferencing in public mental health care.

Abstract

Family Group Conferencing for groups and neighbourhoods in public mental health care There is little knowledge on the impact of Family Conferencing (FGC) for groups and neighbourhoods in public mental health care (PMHC). This paper is a report of a study conducted to describe the course and outcomes of three community conferences in PMHC. FGC for neighbourhoods is internationally known as Community Conferencing (CC). CC can yield solutions for nuisance in neighbourhoods wherein PMHC clients can be appointed. Conferences provide a safe environment wherein people feel at ease to discuss problematic behaviour and confess for what they have done. In addition forgiveness can occur, resulting in restoration of damaged contacts. As conferences prevent escalation of conflicts it is assumed that coercive measurements (such as an eviction) can be averted. From Spring 2011 until Spring 2012, case studies were executed to describe the course and impact of ten community conferences in PMHC using semi structured interviews with all of those being involved in the conferences. Preliminary findings were validated and discussed during member check meetings. The three highlighted cases shed light on two central issues. First, the importance of impartiality of the municipality and of an independent coordinator who can prevent escalation of conflicts. Second, the importance of involving community members in the conference. Eigen Kracht-conferenties voor groepen in de openbare geestelijke gezondheidszorg Sinds de invoering in 2001 van Eigen Kracht-conferenties (EK-c’s) wordt in toenemende mate gebruik gemaakt van dit besluitvormingsmodel. Ruime ervaring is opgedaan met deze conferenties in de jeugdhulpverlening. Er is echter weinig bekend over het verloop en de opbrengsten van EK-c’s in de openbare geestelijke gezondheidszorg (OGGz). Van begin 2011 tot eind 2012 worden 40 EK-c’s georganiseerd in de Groningse OGGz. In dit artikel staan drie casestudies naar het verloop van EK-c’s voor groepen centraal. Groepsconferenties kunnen uitkomst bieden bij overlastsituaties in buurten waarbij OGGz-cliënten betrokken zijn. Conferenties maken probleemgedrag bespreekbaar, creëren een veilige omgeving waarin door middel van schuldbekentenis en vergiffenis herstel optreedt, zodat drang- en dwangmaatregelen (zoals een huisuitzetting) kunnen worden afgewend. In dit artikel beschrijven we twee centrale uitkomsten van de analyse van drie casestudies. Allereerst wordt het belang besproken van een kaderstellende partij die toeziet op de kwaliteit van het tijdens de conferentie opgestelde plan en een onafhankelijke coördinator die desgewenst handelend optreedt als conflicten escaleren, en ten tweede het belang van het betrekken van de gemeenschap en buurtgenoten in de conferentie.
